Information Technology Strategic Planning & Governance Division (ITSPGD)
IT Strategic Planning - Is responsible for the development and implementation of the USDA IT Strategic Plan and ensuring continuous alignment with the overall USDA Strategic Plan. The team provides consulting and guidance on IT strategy development across the enterprise. The team also manages the performance of implementing the USDA IT vision by establishing strategic goals and objectives for IT communities, tracks progress to goals and articulates expected outcomes for when the vision is achieved.

IT Governance - The United States Department of Agriculture Secretary has outlined a vision to provide economic opportunity through innovation, helping rural America to thrive; to promote agriculture production that better nourishes Americans while also helping feed others throughout the world; and to preserve our Nation's natural resources through conservation, restored forests, improved watersheds, and healthy private working lands. Information Technology is a major enabler to assisting USDA business units in achieving the Secretary’s vision.
The USDA manages over 200 IT investments across the Department, Mission Area, Agencies, and Staff Offices to support and enable the execution of the various business missions. Over the last five years, USDA has spent over $3 billion each year on IT projects. Because information technology services account for significant capital and operational expenses in USDA, a formal IT governance process is essential to ensure that business requirements ultimately drive planning decisions for the development and management of information technology resources.
Formalizing governance processes also helps ensure that technology and business leaders agree on what is an appropriate level of risk in the information technology that powers day-to-day operations. IT governance exists to inform and align decision making for information technology planning, policy, and operations to meet business objectives, ascertain those risks are managed appropriately and verify that resources are being used responsibly and strategically.

The FITARA team is responsible for overseeing and managing the implementation of the Federal Information Technology Acquisition Reform Act (FITARA) within USDA. FITARA aims to improve IT management, governance, and accountability in federal agencies, ensuring they use technology effectively and effectively.
